This paper aims to establish several interconnected points. First, a particular interpretation of the mathematical definition of information, known as the causal interpretation, is supported largely by misunderstandings of the engineering context from which it was taken. A better interpretation, which makes the definition and quantification of information relative to the function of its user, is outlined. The first half of the paper is given over to introducing communication theory and its competing interpretations. The second half explores three consequences of (...) the main thesis. First, a popular claim that the quantification of information in a signal is irrelevant for the meaning of that signal is exposed as fallacious. Second, a popular distinction between causal and semantic information is shown to be misleading, and I argue it should be replaced with a related distinction between natural and intentional signs. Finally, I argue that recent empirical work from microbiology and cognitive science drawing on resources of mathematical communication theory is best interpreted by the functional account. Overall, a functional approach is shown to be both theoretically and empirically well-supported. (shrink)

The free energy principle is notoriously difficult to understand. In this paper, we relate the principle to a framework that philosophers of biology are familiar with: Ruth Millikan’s teleosemantics. We argue that: systems that minimise free energy are systems with a proper function; and Karl Friston’s notion of implicit modelling can be understood in terms of Millikan’s notion of mapping relations. Our analysis reveals some surprising formal similarities between the two frameworks, and suggests interesting lines of future research. Over the last fifteen years, an ambitious explanatory framework has been proposed to unify explanations across biology and cognitive science. Active inference, whose most famous tenet is the free energy principle, has inspired excitement and confusion in equal measure. Here, we lay the ground for proper critical analysis of active inference, in three ways. First, we give simplified versions of its core mathematical models. Second, we outline the historical development of active inference and its relationship to other theoretical approaches. Third, (...) we describe three different kinds of claim -- labelled mathematical, empirical and general -- routinely made by proponents of the framework, and suggest dialectical links between them. Evoke is a Python library for evolutionary simulations of signalling games. It offers a simple and intuitive API that can be used to analyze arbitrary game-theoretic models, and to easily reproduce and customize well-known results and figures from the literature.

Hutto and Myin claim that teleosemantics cannot account for mental content. In their view, teleosemantics accounts for a poorer kind of relation between cognitive states and the world but lacks the theoretical tools to account for a richer kind. We show that their objection imposes two criteria on theories of content: a truth-evaluable criterion and an intensionality criterion. For the objection to go through, teleosemantics must be subject to both these criteria and must fail to satisfy them. We argue that (...) teleosemantics meets the truth-evaluable criterion and is not required to meet the intensionality criterion. We conclude that Hutto and Myin’s objection fails. (shrink)

This article establishes grounds on which attributions of information and encoding in animal signals are warranted. As common interest increases between evolutionary agents, the theoretical approach best suited to describing their interaction shifts from evolutionary game theory to communication theory, which warrants informational language. The take-home positive message is that in cooperative settings, signals can appropriately be described as transmitting encoded information, regardless of the cognitive powers of signalers. The canonical example is the honeybee waggle dance, which is discussed extensively (...) in the second and third sections. The take-home negative message is that signals are not always a consequence of coadaptation. The communication theory approach is just one end of a continuum explored more thoroughly by evolutionary game theory. The fourth and fifth sections explore this wider framework, as well as overturning some widely held misconceptions about information theory. (shrink)

The goal of this paper is to show that the information carried by a structural representation can be decomposed into the information carried by its component parts. In particular, the relations between the components of a structural representation carry quantifiable information about the relations between components of their signifieds. It follows that the information carried by cognitive structural representations, including cognitive maps, can in principle be quantified and decomposed. This is perhaps surprising given that the formal tools of communication theory (...) have typically only been applied to simpler representation-like states without significant structure, such as detectors or indicators. In the final section I consider using computational complexity theory to capture the processing advantages afforded by structural representation. (shrink)

Prominent views about representation share a premise: that mathematical communication theory is blind to representational content. Here I challenge that premise by rejecting two common misconceptions: that Claude Shannon said that the meanings of signals are irrelevant for communication theory (he didn't and they aren't), and that since correlational measures can't distinguish representations from natural signs, communication theory can't distinguish them either (the premise is true but the conclusion is false; no valid argument can link them).

In November 2022, OpenAI released ChatGPT, an incredibly sophisticated chatbot. Its capability is astonishing: as well as conversing with human interlocutors, it can answer questions about history, explain almost anything you might think to ask it, and write poetry. This level of achievement has provoked interest in questions about whether a chatbot might have something similar to human intelligence or even consciousness. Given that the function of a chatbot is to process linguistic input and produce linguistic output, we consider the (...) question whether a sophisticated chatbot might have inner speech. That is: Might it talk to itself, internally? We explored this via a conversation with ‘Playground’, a chatbot which is very similar to ChatGPT but more flexible in certain respects. We asked it questions which, plausibly, can only be answered if one first produces some inner speech. Here, we present our findings and discuss their philosophical significance. (shrink)

We propose a pluralist account of content for predictive processing systems. Our pluralism combines Millikan's teleosemantics with existing structural resemblance accounts. The paper has two goals. First, we outline how a teleosemantic treatment of signal passing in predictive processing systems would work, and how it integrates with structural resemblance accounts. We show that the core explanatory motivations and conceptual machinery of teleosemantics and predictive processing mesh together well. Second, we argue this pluralist approach expands the range of empirical cases to (...) which the predictive processing framework might be successfully applied. This is because our pluralism is practice-oriented. A range of different notions of content are used in the cognitive sciences to explain behaviour, and some of these cases look to employ teleosemantic notions. As a result, our pluralism gives predictive processing the scope to cover these cases. (shrink)

With the tertiary education mantra of creativity, critical thinking and innovation in mind, we consider the critical-creativity of error. Taking the university to model social orthography, or ‘correct writing’, according to the norms of disciplines, we consider the role of error in the classroom. Looked at another way, error questions the norms governing norms and the instability of disciplinary grounds. Beyond correction, error involves a mis-taking, or taking another way. Tracing the origin of error we are able to reconstruct the (...) social world in terms of which it is conceivable for a mistake of any kind to have been made. The university, we find, withholds worlds which are not new but are sources of creativity, and constitutes a pluriversity or poly-versity. (shrink)

Some models of global systems predict catastrophe if certain human activities continue. Unfortunately, these models are less than certain. Despite this uncertainty, some argue for precaution on the grounds that we have an ethical obligation to avoid catastrophe, whatever the practical costs. There is much to say in favor of ethical arguments. Still, some people will remain unmoved by them. Using arguments parallel to those of Pascal and James, I will argue that there are prudential reasons for precaution that should (...) convince those not already persuaded by ethical arguments. This argument for precaution does not presuppose that we are convinced by the uncertain models that predict catastrophe. (shrink)

This paper is concerned with the ethics of dealing with the dead. In particular, it examines the case of the Kennewick Man—a skeleton discovered in Washington State in 1996. This archaeological find has created a conflict between scientists, who have much to learn by the study of such bones, and some Native Americans, who believe that studying these bones is disrespectful to the dead. A law-suit was launched with the aim of preventing scientific study of the remains of Kennewick Man, (...) but this law-suit was decided in favour of the scientists. I consider three concepts of Selfhood and relate them to the case. First, I consider the concept of Self as an autonomous entity with interests that arise from individual goals. I discuss the limits of such interests after death. Second, I consider the holistic concept of Self described by Deep Ecologists and others. Third, I describe the relational self associated with some feminist philosophers and communitarians to conclude that this idea provides an argument for respecting the dead. It does this in virtue of how it solves “the problem of the nonexistent subject.” Of these threeconceptions of selfhood, only one, the social-relational view, could serve to ground any injunction to leave ancient bones undisturbed. The KennewickMan case could be described as a debate over whether Kennewick Man meets this relational definition of selfhood. (shrink)

Our article attempts to provide some clarity to the debate about the proper relationship between science and public policy by drawing on the philosophical field of logic. We argue that based on an analysis of the most fundamental ways that empirical and evaluative truth claims can be used together in arguments, the tendency to conceive of this relationship either in dual terms of “pure” vs. “applied” or complex “multi-disciplinary” or “multi-cultural” systems of categorization should be rejected in favor a basic (...) four-part division. A significantly improved understanding of the connection between science and public policy can be based on an examination of the four most basic kinds of logical connection between empirical and evaluative statements. One such improvement is a better understanding of how funding should be divided between state and private interests. (shrink)

The traditional vision of the role science should play in policy making is of a two stage process of scientists first finding out the facts, and then policy makers making a decision about what to do about them. We argue that this two stage process is a fiction and that a distinction must be drawn between pure science and science in the service of public policy. When science is transferred into the policy realm, its claims to truth get undermined because (...) we must abandon the open-ended nature of scientific inquiry. When we move from the sphere of science to the sphere of policy, we pick an arbitrary point in the open-ended scientific process, and ask our experts to give us the answer. The choice of the endpoint, however, must always be arbitrary and determined by non-scientific factors. Thus, the two stages in the model of first finding the facts, and then making a decision about what to do, cannot be clearly separated. The second stage clearly affects the first. This conclusion will have implications about existing scientific policy institutions. For example, we advocate that the environmental assessment process be radically overhauled, or perhaps even let go. It will be our position that ultimately a better model for the involvement of scientists in public policy debates is that of being participants in particular interest groups, rather than as supposedly unbiased consultants to decision-makers. This ambitious and important book, first published in 2001, provides a truly general account of Francis Bacon as a philosopher. It describes how Bacon transformed the values that had underpinned philosophical culture since antiquity by rejecting the traditional idea of a philosopher as someone engaged in contemplation of the cosmos. The book explores in detail how and why Bacon attempted to transform the largely esoteric discipline of natural philosophy into a public practice through a program in which practical science (...) provided a model that inspired many from the seventeenth to the twentieth centuries. Stephen Gaukroger shows that this reform of natural philosophy was dependent on the creation of a new philosophical persona: a natural philosopher shaped through submission to the dictates of Baconian method. Francis Hutcheson's An Inquiry Into the Original of Our Ideas of Beauty and Virtue, published in 1725, arguably contains the first broadly utilitarian theory of rights ever formulated. In this essay, I argue that, despite its subtlety, there are crucial lacunae in Hutcheson's theory. One of the most important, which Mill seeks to repair, is that his theory of rights lacks a conceptually necessary companion, namely, a corollary account of obligation. Hutcheson has no theory of fully deontic obligations, much (...) less an account of the relational obligations that, as Hohfeld famously argued, are the conceptually necessary correlates of claim rights of the kind Hutcheson wishes to theorise. Like Hume, Hutcheson subversively redefines ‘obligation’ as a motive of self-interest or the approval of morally good motives by moral sense. This leaves Hutcheson without any account of the obligations that are the necessary correlates of claim rights. Mill does significantly better on this score but ends up giving a pragmatic ‘reason of the wrong kind’ for rights and obligations. Hutcheson thus begins a line of thought shown by him to have been powerless to ground rights without independent deontic premises from the start. (shrink)

Mathematics, even more than the other sciences, is often presented as essentially unique, as if it could not be any other way. And yet, prima facie alternative mathematics are all over the place, from non-Western mathematics to mathematics based on nonclassical logics. Taking inspiration from Robin Dembroff’s analysis of critical gender kinds, and from Andrew Aberdein and Stephen Read’s analysis of alternative logics, in this paper I will introduce a practice-centered framework for the study of alternative mathematics based on (...) the notion of critical math kind. After sketching a model of mainstream mathematics, I will provide examples of how deviation along several distinct dimensions can occur, and how deviations can vary in their gravity. I will then discuss how the framework can be used to think of questions concerning the alternativeness status and philosophical implications of alleged alternative mathematics, and help us in identifying alternatives that suit our purposes. According to Michael Bergmann, Skeptical Theism consists of two components: firstly, the belief that there is an all-powerful, all-knowing and perfectly good immaterial person who created the world, and secondly, the skeptical claim that we have no reason to believe that the possible goods and evils we know of are representative of the goods and evils that exist. According to the Global Skepticism Objection, Skeptical Theism entails that we should not be surprised if we are radically deceived by God: there (...) just might be a greater good that can figure in a reason God has for deceiving us about reality. In support of this objection, Stephen Law presents an amusing analogy involving Olly and his reality-projector. In this paper, I outline the Global Skepticism Objection and Law’s case in support of it. I then respond by arguing that the scope of Skeptical Theism should be restricted, and seek to justify this through a narrower construal of Theism and an appeal to common sense. (shrink)
